Elmar Melcher

Elmar Uwe Melcher is an Associate Professor at the Federal University of Campina Grande and the Managing Director of IECOM – Institute for Advanced Studies in Communications. He holds Doctorate degree from the École Nationale Supérieure des Telecommunications (1993) in electronics and communications and graduate degree from the Technische Universität Elektrotechnik Stuttgart (1988). In Brazil, since 1993, Melcher currently conducts research at the Laboratory of Architecture Dedicated – LAD of UFCG, having coordinated the design of the decoder for MPEG-4 under IP Network, Brazil, that was considered by the CNPq, in 2005, the best scientific-technical project of Brazil, and he was the Winner of the Best Design Award IP/SoC 2006 in Grenoble. Also, Melcher participates in the council which manages the Laboratory for Integrated Circuits and Systems (LINCS) of the Center for Strategic Technologies (CETENE). He has experience in computer science, with emphasis on hardware, acting on the following topics: ASIC, image processing, segmentation, and digital circuits.
