Chih Ming Tsai received the B.S. degree in electrical engineering from National Tsing Hua University, Hsinchu, Taiwan, in 1987; the M.S. degree in electrical engineering from the Polytechnic University, Brooklyn, NY, USA, in 1991; and the Ph.D. degree in electrical engineering from the University of Colorado at Boulder, Colo, USA, in 1993. From 1987 to 1989, Tsai was a Member of the technical staff of Microelectronic Technology Inc., Taiwan, where he was involved in the design of digital microwave radios. In 1994, he joined the Department of Electrical Engineering, National Cheng Kung University, Tainan, Taiwan, where he currently works as a Professor. His research interests include microwave passive components, high-speed digital design, and measurements. Tsai serves as an Associate Editor for IEEE Microwave and Wireless Component Letters, a Member of editorial board for International Journal of RF and Microwave Computer-Aided Engineering, and a Reviewer for many international journals including IEEE Transactions on Microwave Theory and Techniques, IET Microwaves, International Journal of Antennas and Propagation, and International Journal of Microwave Science and Technology.
