Humphrey Rutagemwa received the B.S. degree (with first class) in electronics and communications from the University of Dar es Salaam, Dar es Salaam, Tanzania, in 1998, and the M.S. and Ph.D. degrees in electrical and computer engineering from the University of Waterloo, Waterloo, ON, Canada, in 2002 and 2007, respectively. From September 2003 to July 2007, he served as a Research Assistant and then a Lecturer at the Department of Electrical and Computer Engineering, University of Waterloo. Since August 2007, he has been working at the Communications Research Centre, Ottawa, Canada, where he is currently a Research Scientist. His research interests span several areas in wireless communications and networking with particular focus on algorithms and protocols development, modeling and performance evaluation, and resources management.
