The binding constraint of the lower storage capacity in period 𝑡₄, that is, −𝑠_𝑡4+1=−(𝑠_ini+∑^𝑡4_𝑖=1𝑞_𝑖−∑^𝑡4_𝑖=1𝑟^∗_𝑖)=−𝑠_𝑡4+1, blocks carrying over water availability from stage 2 (periods 𝑡₄+1 to 𝐻) to stage 1 (periods 1 to 𝑡₄), even though water has higher marginal value in stage 1 than in stage 2 (Case 4).
