	Input: three numerical characteristics representing qualitative concept expectation , entropy , hyperentropy , and cloud drop number
	Output: the quantitative value of cloud droplets and the certainty degree that the qualitative concept represented by each cloud droplet
(1)	Generate a normal random number with as expectation and as a standard deviation
