Abstract

Rural cultural and creative industries continue to flourish. Because big data technology is fast and convenient, promoting the development of rural cultural and creative industries through the big data management system has attracted more and more attention. This paper constructs a big data management system platform and applies it to rural cultural and creative industries between different cities. Then, the paper systematically analyzes the development of rural creative industries and points out the corresponding measures to develop the rural creative industries. In general, this paper provides some research methods and experimental support for the cultural and creative industries.

1. Introduction

The rural revitalization strategy is not only the general starting point of rural work after China’s comprehensive realization of a well-off society but also the major decision-making and deployment to realize China’s agricultural and rural modernization. The Chinese government plans to achieve the phased goal of rural revitalization by 2035, which is to basically realize the modernization of agriculture and rural areas and make decisive progress in rural revitalization. By 2050, we should fully realize the goals of strengthening agriculture, beautifying rural areas, and enriching farmers so as to realize the all-round rural revitalization. The importance of rural revitalization has reached an unprecedented new height and has become a major historical task for China to build a socialist country and even a socialist modern power. Among them, the systems and policies in urban and rural areas should pay attention to promote the higher quality development of agriculture and rural areas [1]. At present, in the process of actively exploring and practicing rural revitalization, it is necessary to comprehensively and deeply analyze the major historical task, mission, endogenous driving force, and promotion mechanism of rural revitalization.

Entering the new era, the task of rural revitalization in China is arduous. It is necessary to clarify the specific implementation paths and ideas at each stage, to focus on the three forces of national administration, countryside, and market, to strengthen the driving force of rural development, and to strive to build the active participation of rural multiple subjects [2]. We should actively strengthen the party’s leadership and cultivate, excavate, and build a group of cadres and talents who can take root in rural areas and actively implement rural revitalization. We should optimize the ecological environment, policy environment, and cultural environment of rural development and strive to build a large promotion pattern of rural revitalization that is harmonious and win-win, which pays attention to rural people’s livelihood and is supported by the majority of rural farmers [3].

Through the joint efforts of the people over the years, the pace of agricultural modernization has gradually accelerated. In particular, we have achieved an all-round victory in poverty alleviation, historically solved the problem of absolute poverty in rural areas, and achieved a great leap [4]. To fully implement the rural revitalization strategy, we must take rural modernization as the overall goal, adhere to the integrated design and promotion of agricultural modernization and rural modernization, and then realize the leap from a large agricultural country to an agricultural power.

We must promote high-quality and efficient agriculture to achieve the rural revitalization strategy. So the institutional framework and policy system should be improved, reform and innovation should be promoted, and the investment in new industries and technologies should be increased, which can ensure the supply of grain and stabilize the agricultural foundation and help to achieve high-quality agricultural development [5]. To fully implement the rural revitalization strategy, we must promote rural livability and industry. It is the strong expectation of the people to build a beautiful village suitable for living and working and spare no effort to promote the key tasks of rural human settlements and environmental improvement by accelerating the completion of infrastructure and public services. Efforts should be made to build a beautiful agricultural production environment and a clean and tidy rural living environment to realize the expectations of the people [6]. The rural revitalization should fully protect the rights and interests of farmers, which is the premise for farmers to achieve common prosperity and is the inevitable choice of the strengthening agriculture and rural beauty in China [7].

Cultural and creative industry is an industry serving culture and the public, which can create wealth and stimulate economic development [8]. Many people’s impression of cultural soft power still stays in common fields such as film and television, electronic network, and so on. In fact, to develop cultural soft power in an all-round way, we must integrate culture into various industries, carry out innovative development with culture as resources, and better consolidate the status of a cultural power [9]. China’s excellent traditional culture is rich and diverse, and it is these excellent traditional cultures that constitute the inexhaustible source of cultural and creative industries. Therefore, how to utilize the China’s traditional culture and create cultural and creative products with Chinese characteristics is the current key research project [10]. Although the current cultural and creative market puts more emphasis on cultural sharing, innovation, and repeated utilization, it is eager for quick success and instant benefits and fails to carry out cultural industries in different places step by step and according to local conditions. This rashness leads to uneven quality of cultural and creative products, which is not conducive to the large-scale and universal development of cultural and creative industries.

In view of the above problems, there are some measurements which can be obtained, mainly in the following aspects [11, 12].

First, in cities and regions with rich cultural tourism resources, economic activities such as festivals and temple fairs, business exhibitions, material exchanges, and large-scale events have been vigorously held, which has increased local consumption and driven the development of cultural tourism industry and local economy.

Second, in the final analysis, the competition of industry is the competition of talents. The more the regions with rapid economic development, they more often like the introduction and training of compound talents proficient in the business mode and management talents of the new media industry chain.

Finally, the cultural and creative business model has gradually replaced the general commodity competition and promoted the significant change of industrial structure. Rural tourism projects with cultural creativity can attract more tourists, enhance the charm of tourism, and become business opportunities. After the combination of the two industries, both sides have been improved [13]. Creative industries drive local tourism and promote the change of industrial structure.

As a product of the development of the times, a big data information processing system is in the stage of prosperity. The birth of many new technologies in this era, such as “Internet +,” Internet of things, smart city, and cloud computing, is inseparable from the development and application of big data. Under the impact of many new technologies and new things, people’s ideas are gradually divorced from the tradition. The information processing technology of big data provides convenience for people to sort out and study all kinds of data. Using this technology, the length of stay of shopping carts in shopping malls can be calculated with the help of mobile phone positioning so as to improve the layout of shopping malls and achieve better management effect [14]. The development of big data information system has brought opportunities for the innovation of management mode.

The big data management system has the advantage of intelligent audit. Big data can collect real-time data flow for the information management system, which facilitates the intelligent audit to a certain extent [15]. Information processing can not only review the authenticity of business information like traditional audit methods but also minimize the probability of information fraud and fraud.

The big data management system has the advantages of data integration and sharing. In enterprises, data assets are a very important item of assets [16]. And then carry out the dissemination of information in the way of information sharing, which increases the convenience of information exchange and exchange among enterprises so that enterprises can adjust and optimize the enterprise environment and structure in a more timely manner.

The big data management system has the advantages of risk monitoring and prediction. Through data statistical modeling and mining technology in the field of big data technology, we can realize the simulation of data, find the rules, predict the possible risks in data information processing, and take corresponding methods to avoid the risks or minimize the losses. What is more, we can also understand some real-time information of data transmission, monitor the risk situation, and improve everyone’s understanding of the risk situation by transmitting the risk information to the relevant person in charge in time.

The big data management system contains data storage and processing. In information technology processing, information processing and big data storage processing technology is also an important means [17]. Big data technology can encrypt the information, which provides better integrity and confidentiality for data storage and processing.

Yun et al. [18] constructs the management system with the help of big data technology and applies it to rural cultural industries. The results indicate that the big data management system can reasonably manage the cultural industries and promote the development of rural cultural industries. Meng [19] predicts the coordinated development of rural tourism and cultural industires based on the big data management system so as to provide a steady stream of power for rural revitalization and achieve good management results. Ge et al. [20] constructs a big data management system under the revitalization of rural areas, which can effectively manage the cultural and creative industries. Wu et al. [21] uses the big data management system to manage the targeted poverty alleviation measures in rural areas. By screening the information of rural residents and managing it regularly, it solves the problem of untimely information encountered in the process of targeted poverty alleviation.

In general, rural revitalization has become an important strategy to promote rural development in China. If we want to develop the rural creative industries, we must rely on the big data algorithms and the big data management system platform which are analyzed. Then, it applies it to the rural cultural and creative industries between different cities and points out the development direction and measures of rural cultural industries, which can provide the development direction and experimental support for the cultural and creative industries.

2. Construction of Big Data Management System

2.1. Big Data Management System Based on the Support Vector Machine Algorithm

The coverage of big data technology is very wide, and there are many types of algorithms. This paper selects the support vector machine (SVM) algorithm, one of the classic algorithms of big data, to study the big data management system of cultural and creative industries. The SVM is a mathematical mining method, which has unique advantages in dealing with regression problems and pattern recognition. It can also be extended to the fields of comprehensive evaluation and prediction. This paper improves the original support vector machine to make it more suitable for the research of rural cultural industries.

The support vector machine (SVM) algorithm adopts the principle of structural risk minimization (SRM), takes into account the training error and generalization ability, and shows unique advantages in solving small sample, nonlinear, high-dimensional local minimum, and other problems. The core content of SVM is dimension raising and a linearization and kernel function. Its ultimate purpose is to find an optimal linear hyperplane so that the points with different types in the training sample set are on both sides of the hyperplane. Support vector machine theory can perfectly support two-dimensional linear separable data.

As mentioned above, the basic principle of support vector machine is to map the input vector in the case of linear indivisibility to the high-dimensional feature vector space and construct the optimal linear classification surface in this high-dimensional space. Taking x as nonlinear mapping C, the equation is as follows

Different from the common thinking of simplifying calculation by reducing dimension, the support vector machine uses the method of increasing dimension to deal with complex problems. Because the problem of increasing computational complexity is likely to be caused in the process of dimension upgrading, it is not widely used. However, for the models of classification and regression, the low dimensional sample space cannot be processed linearly, but it can be transformed into a linear problem by rising to the high-dimensional space so as to simplify the problem.

Nonlinear mapping and algorithm complexity are often difficult problems. To solve these two problems, the support vector machine introduces kernel function, so it does not need to know the expression of nonlinear mapping. In addition, because the support vector machine uses the linear learning method in high-dimensional space, the computational complexity is hardly increased.

Definition of kernel function: if a function K(x, y) satisfies expression (9) and Mercer theorem for all points x1 and x2 in a space, then this function is called kernel functionwhere φ is the mapping from original space to feature space.

Mercer theorem: for any symmetric function K(x, y), it is an inner product operation in a characteristic space. The necessary and sufficient conditions are as follows: for any f(x) ≠ 0 and , the following formula holds

Kernel functions are not unique. As the classical algorithms of big data analysis, the support vector machine has the following four characteristics:(1)The support vector machine method is based on the structural risk minimization criterion, which effectively avoids the phenomenon of over fitting.(2)The algorithm of the support vector machine is the optimal solution in the case of limited samples, not when the number of samples tends to infinity.(3)The solution of the support vector machine is finally transformed into a quadratic optimization problem under linear conditions. The extreme point of this optimization problem is the global best point. In contrast, it avoids the local extreme value problem that often occurs in neural networks.(4)The combination of the support vector machine and kernel function solves the problem of nonlinear discrimination, and the sparse support vector combination method is used to solve the disaster of feature dimension, which improves the generalization ability of the classifier to a great extent.

2.2. Construction of Big Data Management System Platform

The big data management system platform is based on the big data technology algorithm. In the construction of the management system platform, we should pay attention to the advanced nature of big data and fully guarantee the smooth platform operation. The establishment of big data management platform needs to check and analyze the function algorithm to ensure the accuracy and accuracy of the function algorithm. In addition, the platform system should be prerun according to the function algorithm to ensure the fluency of the platform. In general, the big data management system platform mainly includes five requirements: collection, polymerization, dispatch, analysis, warning, and visualization, as shown in Figure 1.

In the application process of the big data management system platform, according to the big data analysis, through the optimization design of the platform, the best framework diagram of the big data management system platform can be obtained, as shown in Figure 2.

3. Application Research of Rural Cultural and Creative Industries Based on the Big Data Management System

3.1. Research Status of Rural Cultural and Creative Industries among Different Cities

After China put forward the slogan of “cultural power,” it has greatly promoted the development of China’s cultural and creative industry in all aspects. Cultural and creative industries are the needs of national economic transformation, improving comprehensive competitiveness, transforming economic growth mode and scientific development, and shaping urban brand. Therefore, we should fully tap the national world of Chinese culture and strive to build a scientific system to realize the self-improvement of Chinese traditional culture. According to the national policy guidance, a good direction for improving the national cultural soft power is pointed out.

Based on the big data management system platform, the rural cultural and creative industries in Beijing, Shanghai, Chongqing, and Tianjin are selected for application research. Figure 3 shows the development of rural cultural and creative industries between different cities over time. It can be seen that with the development of time, the rural cultural and creative industries between different cities show a gradual upward trend and then tend to be stable. It is worth noting that Beijing’s rural cultural and creative industries have the highest application rate of the big data management platform, followed by Shanghai. There is little difference between Chongqing and Tianjin, and the application rate between the two cities is also the lowest. As we all know, Beijing has rich cultural resources and the most developed higher education, followed by Shanghai, but its economic ability ranks first in the country, which leads to a high application rate of rural cultural and creative industries in the two cities. The educational resources, rural cultural atmosphere, and economic development ability of Chongqing and Tianjin are low. Therefore, the application rate of rural creative cultural industry is also the lowest. If you want to improve the application rate of rural cultural and creative industries to the big data management platform, we should cultivate the awareness of cultural and creative industries in local villages, visit and investigate local people, understand their needs in detail, and carry out cultural entrepreneurship industry knowledge education according to local conditions, so as to promote the development of rural cultural and creative industries in different cities.

3.2. Integration of Rural Culture and Creative Industries Based on the Big Data Management System Platform

The combination of culture and creativity can be simply divided into two types: one is to reinterpret and innovate regional culture and second is to give mass-produced products regional cultural connotation. Extract and innovate regional cultural elements from the perspectives of pattern, color, and shape. Extract the characteristic elements of regional culture and design them into patterns in line with modern processing technology; extract the representative colors in the regional culture and design them into a color matching method that meets the needs of modern aesthetics; and extract the common points in the regional culture and design them into the shapes that consumers like. Through the combination of the three, combined with the research of color, material, and technology, the products suitable for different consumer groups are designed. In addition, the appearance of mass-produced products is endowed with cultural connotation. When the shape is difficult to change, it is also a common method to reflect the regional cultural characteristics by changing the color and pattern matching.

Figure 4 shows the fusion rate of rural culture and creative industries among different cities. It can be seen that with the increase of time, the integration of rural culture and creative industries between different cities is generally stable, but there are still slight differences. The integration rate of Beijing decreased gradually in the early stage, and then remained unchanged with the increase of time. The integration rate of Shanghai and Chongqing remained basically unchanged in the first 210 days and then showed a slight downward trend with the increase of time. The integration rate of Tianjin fluctuates back and forth. The main reason for the above situation is that the local economic level, scientific and technological capacity and the awareness of rural cultural and creative industries are different. In addition, local customs are also one of the important reasons for the difference in integration rate among different cities. Therefore, if we want to improve the integration rate between cities, we need to carry out creative integration according to the local rural cultural characteristics so as to promote the development of cultural and creative industries.

3.3. Classification of Rural Cultural and Creative Industries among Different Cities Based on the Big Data Management System Platform

In the context of rural revitalization, if we want to develop cultural and creative industries, we must adhere to the principle of “ecological priority, green and appropriate, characteristic development, agriculture oriented, diversified development, rich connotation, quality development, joint construction and sharing, and integrated development.” Only with a good ecological environment can we attract talents and enterprise investment and promote the development of local creative industries. In addition, it is necessary to improve the independent awareness of the integrated development of rural tourism and brand effect. Strengthening the awareness and ability of the development of rural tourism cultural and creative industries, let the countryside play the main role, and tap and make use of the tourism resources, folk culture resources, and architectural culture resources of the village, so as to form an independent brand and increase competitiveness. In addition, it is required to issue corresponding development opinions and development plans in the supervision and management of the new rural tourism industry and effectively avoid or manage violations in the integrated development of rural tourism and cultural and creative industries.

Figure 5 shows the classification of rural cultural and creative industries among different cities. It can be seen that the proportion of rural cultural and creative industries in different cities is different. Beijing pays more attention to the construction of ecological environment, and the strategy of talent introduction and construction accounts for the least. Shanghai pays attention to rural planning and construction, and the tourism industry accounts for the least. Both Chongqing and Tianjin attach importance to the development of cultural creativity brought by tourism industry, followed by rural planning. The main reason is closely related to the cultural characteristics and economic development of each city. The ecological environment of Beijing is general, so we need to pay attention to the construction of ecological environment to improve the development of rural cultural and creative industries. The economic and cultural capacity of Shanghai is good, and rural planning needs to be strengthened. Therefore, it is necessary to improve the local rural cultural and creative industries through rural planning and construction. Chongqing and Tianjin pay attention to the local tourism industry and promote the development of rural cultural and creative industries through tourism industry in combination with local characteristics. From this, we could conclude this enlightenment. First of all, we should continue to develop advantageous projects between different cities and strengthen local defective projects. At the same time, we should selectively develop some emerging industries, which is more conducive to the development of rural cultural and creative industries.

3.4. Improvement Measures of Rural Cultural and Creative Industries in Different Cities Based on the Big Data Management System Platform

In order to improve the development of rural cultural and creative industries, it is necessary to cultivate market demand and enhance the brand of cultural tourism. The improvement of cultural tourism quality drives the improvement of the quality of the whole people, which is one of the ways to highlight regional cultural characteristics. The improvement of cultural tourism quality is not only the creation of the hard environment of tourist attractions but also the embodiment of cultural soft power. The image design of the whole region, the healthy guidance of consumption concept, the inheritance and development of cultural elements, and the design and marketing of characteristic products are the key points to improve the development of regional cultural tourism brand.

The improvement rate of rural cultural and creative industries in different cities is shown in Figure 6. It can be seen that Chongqing has a high improvement rate in market demand, development environment, and cultural brand. Beijing pays more attention to market demand and cultural brand, Shanghai pays more attention to the investment in development environment and market demand, while Tianjin promotes the improvement of rural cultural and creative industries by improving development environment and cultural brand. The main reason is that the economic level, educational resources, and awareness of cultural and creative industries are different in different cities and villages. In addition, the number of people and enterprises in each city and village are also different, which leads to different improvement rates of cultural and creative industries in different cities and villages. In general, in order to improve the development of local rural cultural and creative industries, it is necessary to develop rural culture among cities in combination with local characteristics so as to improve cultural and creative industries.

3.5. Satisfaction of Different Urban Residents with Rural Cultural and Creative Industries Based on the Big Data Management System Platform

Cultural and creative industry is an industry with creativity as the core and relying on intellectual property, science and technology, and culture. There are more entrepreneurial talents, mature consumer market, sound security system, and better development environment in developed areas, which are the vanguard of the development of cultural and creative industries.

Now, in the social environment with developed network, a new model has emerged, representing civilians and accuracy. Both experienced cultural artists and young people all over the world can become the main force of cultural and creative industries. They have unique thinking innovation in the superior cultural and educational environment, accumulate and integrate innovation points through the Internet, and make them become the raw materials and driving force of cultural creativity and the source of vitality of cultural and creative industries. Of course, in the future, we need to vigorously develop the experience economy, diversify cultural experience, and cultivate a good industrial environment.

Because young people and middle-aged people have a deep understanding of local cultural and creative industries, among the respondents, we selected young people and middle-aged people, each accounting for half, so as to ensure the credibility of the survey results of cultural and creative industry satisfaction. Figure 7 shows the statistics of residents’ satisfaction with rural cultural and creative industries in different cities. It can be seen that Beijing residents have the highest satisfaction with the local rural cultural and creative industries, followed by Chongqing, while there is little difference between Shanghai and Tianjin residents, but the satisfaction of Tianjin residents with the rural cultural and creative industries fluctuates greatly. Figure 8 is the simulated value of residents’ satisfaction with cultural and creative industries based on the big data management system. It can be seen that the simulated value of Beijing residents’ satisfaction with cultural and creative industries is the highest, followed by Shanghai and Chongqing, and Tianjin residents’ satisfaction is the lowest. The main reason is that there are some differences in economic, cultural, and scientific and technological levels between different cities. The levels of Beijing and Shanghai are very high, so the satisfaction of local residents will be higher, while Chongqing and Tianjin have great room for improvement. If you want to improve the satisfaction of residents, you must increase investment in economic, cultural, and scientific and technological levels to promote social development, which can improve residents’ satisfaction with cultural and creative industries.

4. Conclusion

Since the rural revitalization strategy was put forward, the state has paid more and more attention to the development of rural cultural and creative industries. This paper discusses in detail the establishment process of big data algorithm and constructs a big data management system platform. Then, the big data management system platform is used to analyze the development of rural cultural and creative industries between different cities. The test results show that the big data management system platform can statistically analyze the cultural and creative industries and put forward corresponding countermeasures for the cultural and creative industries between different cities according to the analysis results. In short, this paper provides some methods and experimental support for the development of rural cultural and creative industries.
