1Obtain the possible candidates using the received measurements
2Generate the grids for each sensor of the surveillance region
3Shortlist the maximum-likelihood of the measurements
4Using WLS to estimate the positions of the candidate and shortlisted measurements
5Find the nearest measurement to candidates for potential targets
6Remove duplicates, and average all estimates with the same tags
7Repeat steps 3 to 6 for tracking for static sensors, otherwise repeat steps 2 to 6
