Time and Frequency Activities at the  U.S. Naval Observatory

<table>Fractional
frequency of unsteered average of USNO-DC cesiums against that of EAL and of
primary frequency standards.  The
frequencies have been shifted in the vertical direction for display, and the
difference with the cesium average has been scaled to remove the contribution
of USNO-DC cesiums to EAL.</table>
