When no dynamical relation between the data points (𝑞_𝑖) exists, no structure is obtained by the reconstruction mechanism, (1). This would be the case for “orthodox” quantum mechanics where each individual hit/result/event is assumed to be completely random. The world could then not be objectively real, but could be local.
