Enforcement | The amount of resources engaged for enforcement. Share (percentage) of those who avoid payment. |

Traffic safety | The impact of the system on the traffic safety. |
Number of stops | The number of stops during the tolling. |
Delays | The increase in travel time that each of the systems causes. |

Ratio of revenues/costs | The value of the ratio of revenues/costs for each system. |
Capex | Value of capital costs, as the size of the capital expenditures of each system. |
Opex | Value of operational costs, as the size of operation expenditures of each system. |

(4) Environmental | Visual impact of defacing ambient environment | How each system visually defaces the ambient environment. |
Air pollution | To what extent the system contributes to air pollution. |
Noise | To what extent the system contributes to noise pollution. |

(5) Socio-economic | Fair pricing | Whether the system is fair to all users. Payment for what is used. |
User friendliness | Easiness of using the system. |
Aesthetic effect on the vehicle | How the equipment that each system requires affects the aesthetic effect of the vehicle. |
Possibility of theft and fraud | Possibility of system’s theft and fraud in general. |
