EfficiencyThe capacity per lane as capability of a system to register and identify the number of vehicles at the same time, based on data rate and system complexity.
Reliability/accuracyThe ability of a system to correctly identify vehicle’s identity and payment options, especially in poor weather conditions.
EnforcementThe amount of resources engaged for enforcement. Share (percentage) of those who avoid payment.

(2) Traffic operationsLevel of serviceThe impact of the system on the level of service of traffic flow (speed, volume/capacity ratio).
Traffic safetyThe impact of the system on the traffic safety.
Number of stopsThe number of stops during the tolling.
DelaysThe increase in travel time that each of the systems causes.

Ratio of revenues/costsThe value of the ratio of revenues/costs for each system.
CapexValue of capital costs, as the size of the capital expenditures of each system.

Air pollutionTo what extent the system contributes to air pollution.
