Polycentric governance arrangement for partner agencies that manage the Papahānaumokuākea Marine National Monument. Operational decisions are made at the level of the Monument Management Board (b), which is overseen by a higher-level Senior Executive Board (a) comprised of senior managers from each of the three co-trustee agencies. The Monument Management Board is comprised of members from seven different resource management agencies. Abbreviations are as follows: NOAA: National Oceanic and Atmospheric Administration; USFWS: US Fish and Wildlife Service; ONMS: Office of National Marine Sanctuaries; NMFS: National Marine Fisheries Service; Div.: Division; NWRS = National Wildlife Refuge System (administers the Hawaiian and Pacific Islands NWR Complex, which includes Papahānaumokuākea Marine National Monument).
