Calculating the nondominated set by the prediction strategy based on center point.

Input:   and , the population in t-1 and t time step.
Output:  , the predicted non-dominated set in t+1 time step.
Step 1: Layer the populations, and , in t-1 and t time step, and then select the
individuals in the first layer as non-dominated set, and ;
Step 2: According to formula (5), calculate the center points of and
