Calculating the nondominated set by the prediction strategy based on CTI.

Input:   and , the population in t and t-1 time step.
Output:  , the predicted t+1 time step non-dominated set.
Step 1:  Layer the population in t-1 and t time step, and and then select the
individuals in the first layer as non-dominated set, and ;
Step 2:  Calculate the boundary points of the non-dominated set in t-1 and t time step.
Step 3:  Calculate the ideal point and , according to formula (2).
Step 4:  The nearest individuals to and are identified as and in
and , respectively.
Step 5:  According to formula (7), predict the non-dominated set in the t+1 time step, .
